Benjamin E. Stein, MD
Co-Founder & Chairman
Dr. Ben Stein is the Co-Founder and Chairman of Capital Surgical Solutions (CSS). A respected orthopaedic surgeon in the Washington, DC region, Ben has focused his clinical career on the optimization of the outpatient surgical experience for his patients and his fellow surgeons. His vision of a truly physician-led and managed facility is what led to the formation of CSS. He currently serves as the Chairman and CEO of Capital Orthopaedic Surgery Center (COSC) – the first physician-owned facility under the management of CSS.
Ben received his undergraduate and medical degrees from George Washington University with distinction. He completed his orthopaedic residency at the world-renowned Johns Hopkins Hospital.
Dr. Ben Stein enjoys traveling, golfing, and spending time with his wife and two daughters.
Co-Founder & Vice Chairman

Basheer Alismail
Co-Founder & Vice Chairman
Basheer Alismail is the Co-Founder and Vice-Chairman of Capital Surgical Solutions (CSS). He is also the CEO and Founder of Monument Health Advisors, a healthcare advisory firm focused on small to mid-size specialist group support.
Prior to Monument Health Advisors, Basheer served as a Group Vice President of Operations at Surgical Care Affiliates, one of the nation’s largest ASC operating companies. During his time as GVP, he led a team of business and clinical professionals overseeing more than 40 ASCs across the Northeast. Prior to operations, Basheer served in other various roles during his 13-year tenure at SCA including finance, revenue cycle, and supply chain.
Basheer is a graduate of the University of Alabama at Birmingham where he received his bachelor’s degree in financial management. He enjoys spending time outdoors and staying young with his wife and four boys.
Vice President of Operations

Heather Abelmann, RNFA, BSBA
Vice President of Operations
Heather recently joined our team as Vice President of Operations of Capital Surgical Solutions. Her career consists of being an Operating Room nurse and RN First Assistant for over 30 years and in the past 15 years she has put her clinical knowledge into developing and supporting surgery centers in operations. Heather served in various roles during her 15-year tenure with SCD and USPI including Director of Operations, Regional VP, and lead of acquisitions. Along with her nursing degree she also has a bachelor’s degree in business administration which help strengthen physician partnership, cost containment initiatives, vendor relationships, providing clinical training, and much more to ensure we are well positioned to deliver on our commitments.
In her spare time, she loves to read, travel, ride bikes, and kayaking.
Operations Manager

Madison Austin, MBA
Operations Manager
Madison Phelps is an operational leader with a background in marketing and other business functions. Her eye for detail and interpersonal skills allows her to uphold a high level of client satisfaction. Madison is a graduate of Lipscomb University in Nashville, Tennessee where she earned her bachelor’s degree in business administration in corporate marketing and management and her master’s degree in business administration with a concentration in healthcare.
Madison has several hobbies outside of work including reading, cooking, crocheting, and going on outdoor adventures with her husband and German Shepherd, Axel.

Lyndsie Lampel

We are excited to welcome Lyndsie to our team as an Operations Manager. With a strong foundation in healthcare administration and clinical operations, Lyndsie plays a key role in enhancing internal processes, advancing workforce solutions, and supporting initiatives aimed at optimizing both clinical and operational performance across our platform.
Lyndsie earned her Bachelor’s degree of Science in Athletic Training from Slippery Rock University and is currently pursuing her MBA. Outside of work, she channels her energy into coaching CrossFit, personal training, and serving as the off-ice conditioning coach for the DC EDGE figure skating teams. In her free time, she enjoys staying active, spending time outdoors, and experimenting in the kitchen.

Christine Johnson
Strategic Communications & Marketing
Christine brings energy and creativity to CSS’s communications and marketing efforts, making sure the company’s voice is clear, engaging, and impactful. She’s passionate about building connections – whether it’s crafting messaging that resonates with partner facilities, highlighting CSS’s role in the orthopedic space, or finding fresh ways to share the company’s story. With her background in operations and surgical coordination, Christine adds a unique perspective that blends strategy with real-world insight.
In her free time, she loves staying active with friends – whether it’s through volleyball, pickleball, or uncovering new spots and experiences around her local neighborhoods in Washington, DC.

Chris Dugan
Senior Administrator
Chris has been managing physician practices for almost 40 years. He has extensive experience in many different specialties with an emphasis on operations and reducing costs.
Chris graduated from Indiana University Bloomington with a degree in Health Care Administration. He enjoys physical fitness and exploring activities and restaurants in his new city of Milwaukee.

Jibran Syed
Data and Digital Transformation
Jibran Syed leads strategic digital transformation initiatives to drive operational efficiency and revenue diversification across the specialty and ASC sector. With over 15 years of healthcare technology and data interoperability experience, Jibran brings expertise in process improvement, population health management, and provider enablement solutions that directly align with CSS’s physician-led vision.
Prior to joining CSS, Jibran served as Provider Enablement Director at Anthem, where he strategically aligned payer markets with health systems through ROI financial modeling and data-driven technology tools. His leadership in managing risk-based contracts and value-based care programs resulted in millions in MSSP incentives for ACO partners. Earlier in his career, Jibran held progressive roles at Innovaccer as Senior Account Manager, overseeing multiple ACO accounts totaling ~200k lives, and at Molina Healthcare, where he led a $2 million Prover Incentive program and achieved significant cost savings through Lean Six Sigma methodologies.
Jibran holds an MBA in Health/Healthcare Administration and a bachelor’s degree in Business Management & Organizational Behavior, from Benedictine University. He is a certified Lean Six Sigma Green Belt with extensive experience in process improvement and data analytics.
Jibran enjoys staying active in his community, spending time outdoors, coaching youth basketball, and traveling with his wife and four boys.

Ras Dickens
Administrative Services Coordinator
We are excited to welcome Ras to our team as an Administrative Services Coordinator. With a career background in health/wellness operations and private practice administration, Ras plays a vital role in ensuring critical administrative processes run efficiently and accurately.
Ras is currently pursuing her Associate’s Degree in Health Sciences. Outside of work, she remains passionate about the aesthetic industry and stays up to date on the evolving technology in skincare. In her free time, she enjoys Pilates, playing the bass guitar, and watching animated films with her daughter.
